The Staffordshire Civil Contingencies Unit (CCU) exists to work for the responders within Staffordshire Resilience Forum to prepare for emergencies and when they do occur, we’re there to help support the response.

Our team plays a significant role in supporting the councils, NHS Trusts, emergency services and other public sector organisations in Staffordshire and Stoke-on-Trent to work closely together to prepare for emergencies, guided by the Civil Contingencies Act.

A fantastic opportunity has arisen for an enthusiastic and highly motivated manager to join our innovative civil contingencies organisation. The successful candidate will work closely with the Director of Civil Contingencies and our partners to deliver an excellent service.

You will be able to demonstrate excellent verbal and written communication skills as well as build positive relationships with a wide range of stakeholders and clients. It’s a varied role with three main functions:

  • As part of the Unit’s management team including managing our energetic team, ensuring they deliver high quality services to the partnership and individual organisations
  • Overseeing the operational delivery of the Staffordshire Resilience Forum’s strategy which encompasses risk management, planning, training, exercising and incident response
  • Delivering key projects that contribute to multi-agency resilience within the scope of the Civil Contingencies Act 2004.

A lot of our work is delivered through project management and we are looking for someone who can demonstrate that they can effectively manage concurrently multi-agency projects to a successful conclusion. However, on occasion, there will be a need to operate in a tactical or strategic environment as we respond to incidents such as flooding, major fires, loss of electricity and a whole host of risks. The Unit operates a flexible working policy but will require regular attendance at its offices and other locations and be prepared to work occasionally out of office hours.

The desired candidate will:

  • Be educated to degree level or equivalent with ability to write clearly and concisely to a wide range of audiences and IT literate.
  • Have knowledge of the Civil Contingencies Act 2004 with experience of risk assessment and contingency planning and operating in a fast-moving operational environment
  • Be an experienced people manager with excellent communication/interpersonal skills who is able to engage at all levels with internal and external stakeholders.
  • Experienced in strategy building and forward planning in a fast moving operational environment and able to multi-task, plan, prioritise and work independently.
  • Have experience of a structured, controlled method of managing projects with a professional attitude, self-motivation and a pro-active approach to work.
  • Have proven ability to design, deliver and review multi-agency training and exercises in a Contingency Planning and/or Emergency Planning setting.
