Learning & Development Officer (Civil Contingencies)

£34,723 per annum

Contract to March 2025

(with potential to extend the contract following review)

A fantastic opportunity has arisen for an enthusiastic and highly motivated individual to join our innovative civil contingencies organisation that delivers an excellent service to a wide and varied range of public sector partners.

The Staffordshire Civil Contingencies Unit (CCU) exists to work with  the responders within Staffordshire Resilience Forum. The successful candidate will join an established team based in Stone, Staffordshire, who work with councils, NHS Trusts, emergency services and other public and private sector organisations to prepare for emergencies, guided by the Civil Contingencies Act.

We plan for a range of risks including flooding, major fires, loss of electricity, pandemic and the new Learning and Development Officer will coordinate, and support  delivery of, the training and exercise programme which tests plans and develops, and sustains, capabilities in order to provide assurance

The successful candidate will have three main roles:

  1. Learning programme coordination and delivery: To coordinate and support delivery of the SRF Training Strategy and its modular components. On occasions this will involve the production and delivery of training, briefing and coaching sessions to partners at operational, tactical and strategic levels.

  2. Exercise programme coordination and delivery: To coordinate and support delivery of the SRF exercise/testing programme.    On occasions this will include the design and delivery of multi-agency exercises at operational, tactical and strategic level as well as the coordination of the contributions of colleagues and partners in support of exercise events. You will also provide advice to support single agency exercises.
  3. Quality and delivery assurance: To maintain the learning management systems in place to support the SRF’s delivery. This will include activity to ensure that the desired quality assurance standards and systems are achieved and maintained.

We are seeking and energetic person who demonstrates:

  • Qualifications and experience in both education / training, as well as quality assurance, or assessment processes. A minimum level 4 Award in Education & Training qualification or equivalent and experience in the application of the skills in a training or education setting and a Level 3 qualification in assessment and quality assurance or a commitment to gaining this qualification is essential.
  • Experience of operating within, and providing leadership to a learning and development environment, coordinating the development and delivery of L&D activity.
  • Experience of maintaining recording systems, ideally of learning management systems and their use to provide management reports.
  • Excellent verbal and written communication skills with the ability to write clearly and concisely to a wide range of audiences and IT literate with advanced application of Microsoft Office applications.
  • Evidence of thorough knowledge of the Civil Contingencies Act 2004 whilst operating in a resilience focussed environment.
  • A responsible and professional attitude, self-motivated with a pro-active approach to work and the ability to use their own initiative. Able to multi-task, plan, prioritise and work as a member of a team and sometimes independently.

Please be aware that this job will involve working in the CCU office location, travelling to and working from partner’s premises, as well as some home working.

On occasions the post holder may be required to support a multi-agency response to an incident, which may include out of hours deployment.  As part of the team’s response capability you will be required drive, or crew CCU vehicles in an operational or training environment.  The post holder will help to maintain and use specialist equipment on occasions to set up and operate the Unit’s Mobile Control Unit and associated equipment for which personal protective equipment (PPE) and training will be provided.  You should be the holder of a full UK driving licence and you must provide your own transport for work purposes.  A casual car user mileage allowance will be paid.
